I was speaking with a friend of mine this morning. I was looking at one of his books about project management. At the time I was just finishing up a project, where the desired end result wasn't necessarily clear in the beginning.
He explained to me that it didn't matter. Even in a crisis where the end goal is completely obvious, it is difficult to achieve. "New Orleans is completely under water," he said.

They were saying that the police are letting people take what they want since they can't even arrest them. They don't even have working jail cells. The number one goal right now is to save the living, but that has proven itself to be an extremely difficult task. Now they are faced with a new issue that will force them to deal with the dead as well the living. The dead will be a source of disease if not dealt with in time. So now they have to deal with the living and the dead and the window to save the living gets ever smaller by the minute. I think considering the situation they are doing a great job though. They were not even expecting it and people did not head the warning seriously since it is the third of its kind this year and the earlier two turned out to be false alarms. people didn't take it seriously until it was too late and many people did not even have an option to leave due to the lack of means of transportation. It is said that there is an estimated 100,000 people that did not leave the city. I imagine there were many surprizes but the true devistation will show it's face once the death count is released.
